CALL FOR PROPOSALS: PRODUCTION OF THE DOCUMENTARY “ALLIANCES FÉMINISTES FRANCOPHONES” 

The Francophone Feminist Alliance (AFF) is a multi-country initiative led by Equipop, in consortium with the FIDH and the Fund for Women in the Mediterranean (FFMed). It operates in an international context marked by a decline in women's and LGBTQIA+ rights and the rise of anti-rights movements in multilateral decision-making spaces.

The AFF aims to strengthen the voice, coordination, and influence of French-speaking feminist movements in international forums. It supports the strategic, financial, and logistical participation of activists in major multilateral meetings, while strengthening their collective advocacy capacities. The project promotes networking, the production of joint analyses and tools, and links with donors to increase funding for feminist organizations.

Over the course of three years, the AFF supports 350 activists and feminists—150 of whom are directly involved in multilateral forums—thereby having a broader impact on the entire French-speaking feminist ecosystem. Ultimately, the Alliance helps to sustainably strengthen feminists’ capacity to take action in the forums where international public policies are decided.

Objectives of the Service

Collaborative script development and editorial framework:

  • Participate in preliminary meetings with the AFF team and the selected activists (3 target countries in North Africa and Europe—exact locations to be confirmed) to define the narrative themes.
  • Translate the missions and unique characteristics of each partner organization into a compelling documentary script.
  • Policy Objective: The goal is to highlight the struggles of these organizations in order to strategically bring them to the forefront in multilateral decision-making forums (the UN, the EU, etc.) and thereby influence international public policy.

Oversee on-location production (international shoots):

  • Conduct filming in the three selected countries while adapting to the on-the-ground realities of the organizations.
  • Focus on an immersive approach: documenting the daily lives of activists, the work of their organizations, and the impact of their actions on communities.
  • Conduct in-depth interviews that show how the Alliance links these local efforts to global advocacy.

Perform the entire post-production process:

  • Ensure the review of raw footage and the creation of a smooth, narrative-driven edit lasting approximately 24 to 26 minutes.
  • Produce complete subtitles (French/English), which are essential for using the film as an advocacy tool in international forums.

Ensuring an ethical and safe approach:

  • Implement a rigorous safety protocol, developed in consultation with the AFF and local associations.
  • Adhere to a “do no harm” approach and ensure that highlighting activists strengthens their legitimacy without compromising their safety.

Schedule and Timeline

The assignment will last for 6 months:

  • October–November: Pre-production (selection of activists, remote location scouting, scriptwriting).
  • November–December: Filming phase (about 5 days per country).
  • January–February: Post-production (editing, editorial approval, mixing).
  • February–March: Broadcast

Expected Deliverables

  • A detailed treatment note and a script.
  • The final documentary film (24–26 minutes, high definition).
  • A teaser (1–2 minutes) tailored for social media and online communication.
  • A stock image library (selected raw footage or royalty-free set photos) for the AFF's communications.
  • Embedded and separate subtitle files (.SRT / .VTT in French and English).

Budget

The maximum total budget for the project is €30,000, including tax (covering all fees, technical costs, production, as well as travel and logistical expenses).

Qualifications

  • A production team or agency with solid experience in documentary production and international reporting, as well as experience working with nonprofit organizations.
  • Demonstrated sensitivity to feminist issues and complex political contexts.
  • Ability to work in a small team (a “low-profile” approach) to promote immersion and safety.
  • Excellent listening and storytelling skills.

Application Guidelines

To apply for our request for proposals, you must provide us with the following information:

Administrative Documents: The following documents, each provided in one copy, shall be placed in an attached file labeled “Administrative Documents.” The administrative documents depend on the legal status of the bidder; they must attest to the bidder’s legal existence.

  • SIREN/SIRET number used to identify the bidder with social security and tax authorities;
  • KBIS/registration for entry in the Commercial and Companies Register or the Trade Register (does not apply to self-employed individuals who are not corporations);
  • Intra-Community VAT number (for a non-French European service provider).

Similarly, non-European bidders must be able to provide:

  • Tax registration certificate;
  • Certificate of Registration as a Business, Entrepreneur, or Association.
  • The bidder must also provide a bank identification form (Relevé d’Identité Bancaire).

Technical specifications:

  • A statement of intent (2 pages maximum) detailing your artistic vision for the project and your approach to addressing sensitive contexts.
  • A detailed budget proposal broken down by expenditure category.
  • A portfolio or showreel showcasing similar documentary work.
