Request for Proposals – Recruitment of a Consultant to Conduct the Final Evaluation of the Project: “Standing Up for Ourselves: Supporting Burkinabé Women and Their Organizations in Their Struggles Against Gender-Based and Sexual Violence (GBSV)”

Background  

The project “Standing Up for Ourselves: Supporting Burkinabé Women and Their Organizations in Their Struggles Against Gender-Based and Sexual Violence (GBV)” is being implemented by a consortium composed of Equipop (lead partner), Voix de Femmes, the Pananetugri Burkina Faso Initiative (IPBF), and the Association of Women Lawyers of Burkina Faso (AFJ/BF), with financial support from the French Development Agency (AFD).

This project builds on an initial phase launched in 2020 and aims to help reduce gender-based and sexual violence in Burkina Faso by strengthening the capacity of women, girls, and their organizations to take action through a transformative feminist approach.

The project is based on three complementary areas:

• empowering women, girls, and civil society organizations;
• improving legal, judicial, psychosocial, and community-based support for survivors of gender-based and sexual violence;
• the development of advocacy initiatives and strategic litigation to strengthen access to rights and contribute to the evolution of social norms and the legal framework.

Implemented in several regions of Burkina Faso between April 2023 and September 2026, the project is taking place against a backdrop marked by a sharp deterioration in security, massive population displacements, and significant changes in the ways civil society organizations are supported.

In accordance with the funder’s requirements and as part of a learning process, Equipop is seeking to hire a consultant (or a team of consultants) to conduct the final evaluation of the project.

Objectives of the Consultation 

The consultation aims to conduct a final independent assessment that will:

• to evaluate the project's results and impacts;
• to analyze the relevance of the approaches that have been developed, particularly the transformative feminist approach;
• to evaluate support mechanisms for survivors of gender-based and sexual violence;
• to document innovations, best practices, and lessons learned;
• to identify useful recommendations for the consortium's future initiatives.

The evaluation must be based on the OECD/DAC criteria (relevance, coherence, effectiveness, efficiency, impact, and sustainability) and include a cross-cutting analysis of gender issues, social inclusion, participation, and the “Do No Harm” principle.

Work Organization 

The mission will be carried out in close collaboration with Equipop and the consortium partners.

A kickoff meeting will provide an opportunity to discuss expectations, review the available documentation, and outline the practical details of the assignment. The consultant will propose a participatory methodology combining a literature review, individual interviews, focus groups, field visits, and any other methods deemed relevant.

Regular discussions with the steering committee will help validate the various stages of the evaluation.

Description of Deliverables 

Deliverable 1: Scoping Memorandum

The consultant will prepare a scope of work document that includes, in particular:

• an understanding of the project's challenges;
• the detailed methodology;
• assessment questions;
• data collection tools;
• the countertop;
• the detailed schedule.

This memo will be presented to and approved by the steering committee.

Deliverable 2: Interim Report

Once data collection is complete, a preliminary report will present:

• Key Findings;
• analysis of the evaluation criteria;
• the key takeaways;
• The initial recommendations.

This report will be discussed with Equipop and its partners.

Deliverable 3: Final Report

The final report will incorporate the comments made during the various feedback sessions.

In particular, he will present:

• the final conclusions;
• lessons learned;
• prioritized strategic and operational recommendations;
• the methodological appendices.

The consultant will also lead a participatory workshop to present and discuss the recommendations.

Expected results 

Upon completion of the project, Equipop will have:

• an independent analysis of the project's implementation;
• an assessment of the results achieved and the changes observed;
• an analysis of the added value of the feminist approaches that have been developed;
• a set of recommendations to improve the consortium's future initiatives.

Required Qualifications and Skills 

The consultant (or team of consultants) must demonstrate:

• at least ten years of experience in evaluating development projects;
• an excellent command of evaluation methods in accordance with OECD/DAC standards;
• solid expertise in issues related to gender, feminism, and the fight against gender-based and sexual violence;
• proven experience in evaluating projects carried out by civil society organizations;
• work experience in Burkina Faso or in comparable settings;
• excellent writing skills in French;
• experience in facilitating participatory processes.

Knowledge of transformative feminist approaches will be a significant asset.

Budget

The maximum budget available for this service is set at €20,000 (including tax), covering all fees, travel expenses, workshops, logistical costs, and any other expenses necessary to carry out the assignment.
